Mobile Navigation

We are using the theme for our corporate website, http://www.iiaweb.com, and the top navigation completely disappears when you are using it on a mobile device or other small screen. Is there a way to get navigation to work properly, either to size appropriately or create a navigation button that comes up to take the place of the navigation section?
