Change background color for Services button rollover

I have tried everything I can think of and I can’t change the background color on the link boxes for the services. They are still the original blue. I have tried several variations of CSS and none have worked. From what I can see, these colors are determined in a couple of PHP files and the CSS is inline. Is there any way to change the color?

I am referring to the blue color that appears when you roll over one of the Find Out More links.
