I have told you that on the server where I installed the theme for the first time I can activate and deactivate the theme without problems. But I need to leave that server and migrate to a new one, and on the new one I can’t activate the license. The original server is down, I’ll delete it as soon as I can activate the theme on the new server. That’s all. I haven’t made any changes to the theme.

The current server has many more resources. It serves news sites and e-shops. The server has plenty of resources to activate a license. I got the same cURL 28 error on other servers that I tried to migrate the site to. I ask you please to agree that this is your problem. With the administrator credentials you were able to confirm that none of the issues listed in the shared article were affecting my website.
I say this so that you can evaluate the possibility of temporarily removing the restrictions or resetting my license. Perhaps having been activated before on another IP prevents it from being activated now.

That is not the problem. The original installation was done on a server with fewer resources. Since then I am trying to migrate from server without success (https://www.themelooks.com/support/forums/topic/migrate-original-installation-to-another-server/).
I have even tried migrating to different servers. If I go back to the old server, I can activate and deactivate the license with no problem.
Here there is no problem with the server, PHP, DNS, SSL or anything else. The ONLY problem is the license activation. I understand that you protect your work, but not to the point of preventing users from using the purchased theme.

1) I disabled all plugins and that doesn’t fix the problem
2) There are no bugs reported with the REST API in Site Health
3) I have the latest version of PHP
4) No SSL issues
5) No DNS issues
6) The hosting provider is me. I have disabled the Firewall at a general level and that does not solve the problem
